Texas Laws For Motorcycle Passengers

Passengers must be a minimum of five years of age. Helmets are required for all passengers under 21 years old. Helmets are not required for passengers over 21 if the operator is exempt from the helmet requirements. A permanent passenger seat on the motorcycle is required to carry a passenger.
